According to Mr. Tien, the first contract expired in June 2019, then the project was extended until June 2020, which has now expired because it had to stop construction for more than half a year.
`If the city had handed over the site soon, the project would have been completed and put into operation. The story of the contract expiring would not have happened,` Mr. Tien said.
Two giant tidal culverts were installed at Cay Kho sluice on August 22.
The investor’s representative said that the contract negotiation team (of Ho Chi Minh City People’s Committee) has agreed on some contents of the BT (build – transfer) contract appendix to extend the project implementation time from December 24.
`Up to now, the information we have is that the City Department of Planning and Investment proposed to continue implementing the project but did not sign a contract appendix, so the problems were not resolved,` Mr. Tien said and said.
According to VnExpress’s research, the Department of Planning and Investment has not yet signed the annex because they have not yet agreed on a payment plan for the project.

In April 2018, the project had to stop construction for nearly a year for the following reasons: BIDV Bank – Saigon South branch did not disburse (the City People’s Committee has not signed to confirm the project’s disbursement payment report).
Currently, the project is more than 93% completed, with only a few small items remaining in Nha Be district.
