Previously, the management costs of the two metro lines project were implemented according to Decision 79. Management costs were calculated by the percentage norm given by the Ministry of Construction multiplied by the cost of construction and equipment (excluding taxes).
According to this method, Metro No. 1 in 2007 had construction and equipment costs of more than 10,700 billion VND, then increased to 26,300 billion VND, so the management fee was 68 billion VND (accounting for 0.2% of construction and equipment costs).
